Declaration of Hospitality (if you live in a private home)
If you live in a private flat in Italy (rented, with a friend, with a relative), the owner or the host must file the Declaration of Hospitality with the Police (Immigration Office) within 48 hours of the start of your stay.
Legal reference: art. 7 of Legislative Decree 286/1998. Not required if you stay in a hotel, B&B, hostel, student residence (they file it automatically).
01Who files it
The host files it, not you. The host can be:
- The property owner (if you rent regularly).
- The relative or friend giving you a room for free.
- The housing office of your school, if you have a room in an Accademia di Italiano student residence (in this case we take care of it).
The host must be of age, in good standing regarding their permit/residence, and have a valid rental contract for the property where they are hosting you.
02When to file it
- Within 48 hours of the start of your stay at that address.
- If you change home before your first Questura appointment, a new Declaration of Hospitality is required for the new address.
03How to do it — the "Comunicazione di Ospitalità" form
The host fills the "Comunicazione di Ospitalità" form (official form of the Italian Ministry of the Interior) indicating:
- Host's personal data + their codice fiscale.
- Address of the property where they are hosting you.
- Your personal data (as per passport) + passport number + nationality + date and place of birth.
- Hospitality start date.
- Expected duration of hospitality (for students it usually matches the course duration).
- Reason: check "Studio".
- Hosting title: check "Owner" or "Regular tenant with owner's consent".
04Where and how to file it — addresses
Three alternative channels for the host:
- By PEC (certified email) to the Immigration Office of the provincial Questura — preferred channel.
- In person at the local Polizia di Stato Commissariato or at the Questura (Immigration Office).
- Online in municipalities that have activated the portal (e.g. Milan: comune.milano.it).

The host receives a receipt with stamp and protocol number. You must bring it to the Questura appointment for the Residence Permit.
05What you need for the Permit
A copy of the Declaration of Hospitality is one of the documents required for the Residence Permit Kit. Without it, the application is not accepted. Ask your host to give you a photocopy together with the stamped receipt.
Important. If the friend hosting you does not have a valid rental contract, or is not authorised by the owner to host guests, the declaration is not valid. In that case you must find a different accommodation (regular rental room, hostel, B&B).
If you stay in an Accademia di Italiano residence
The residence (Padri Scolopi in Florence, partner residences in the other cities) files the communication directly with the authority. You don't need to do anything — we hand you the stamped receipt for the Permit Kit.
